Improving schools in Delaware comes down to using resources more effectively while strengthening the foundations of learning: the state should direct more funding toward high-need students, expand access to quality early childhood education, and invest in recruiting and retaining strong teachers with better support and pay. At the same time, reducing class sizes in early grades, providing targeted help to struggling schools, and expanding mental health and student support services can significantly boost outcomes. Academic gains also depend on stronger literacy instruction and career-ready programs, while cutting administrative inefficiencies and increasing accountability ensures more resources reach classrooms. Overall, the biggest impact comes from combining smarter funding, high-quality teaching, early intervention, and whole-student support.
