Ruby Keeler Schaeffer for the Delaware House of Representatives, District 20I’m a lifelong Delawarean who has lived in all three counties, and I’ve built my life around family, hard work, and service to my community. For more than 37 years I’ve operated small businesses, managed properties, and helped families and local enterprises succeed through real estate and community development. My deep roots in Delaware politics stretch back generations. From my grandmother’s leadership in the Democratic Party to the many years my aunts spent working in Legislative Hall, I’ve carried that family tradition forward through my own advocacy, volunteer work, and campaign involvement. As a 27-year breast cancer survivor, a member of a proud union family, and an active volunteer in civic and community organizations across Sussex County, I understand both the challenges and the resilience that define our state.

Through my work and my life experiences, I’ve seen firsthand the issues that matter most to Delaware’s families: affordable housing, access to healthcare, responsible development, and support for working people and seniors. I’m running for State Representative because I believe our government works best when it’s rooted in real-world experience and a genuine commitment to the people it serves. I want to bring my practical knowledge, problem-solving mindset, and love for our community to the State House. I'll listen to you, advocate for you, and help build a stronger future for the 20th District and for all Delawareans.

I believe our district has long been overlooked and continues to be under represented

I'm committed to being a more effective advocate for my constituents than what we've seen in recent years, and this includes holding both Democratic and Republican representative in the 20th District to the same standard.

I'm very familiar with the challenges facing our county because I've lived them first hand as the wife of a Sussex County Councilman for almost 8 years. The issues such as traffic congestion, unchecked development, a shortage of healthcare professionals, a lack of affordable workforce housing, school ranking of 47th in the nation, flooding water and sewer infrastructure problems and sky-rocketing electric bills are not new yet they still remain unresolved because our representatives haven't been solely focused on our district.

Roads and traffic congestion have the ability to be solved by the State Legislature who has full authority over DELDOT. Sussex County has no direct control over DELDOT. This department collects millions in impact fees from developers building in our county. Those funds go to Dover and aren't always reinvested here locally. They've been sent to the upper two counties for their infrastructure needs. For too long Sussex County has been treated like an afterthought. Our infrastructure needs have been consistently overlooked.

DELDOT has a history of being reactive rather than proactive. Instead of following sound, long-term planning strategies, they tend to respond only after problems become critical. As a result, they're constantly behind the curve on the issues affecting both our district and our county as a whole.

Delaware's economy is facing multifaceted problems where expenditure pressures, slowing revenue growth, demographic constraints, and structural competitiveness are of major concern.

The Caesar Rodney Institute says: "While state spending is set to rise by 6.9 percent in fiscal 2026, revenue growth lags at just 2 percent." Additionally, past analyses show that Delaware has a "structural budget problem" carrying forward from the Great Recession, with the loss of manufacturing jobs, etc. Furthermore, fiscal stress in the state can lead to cuts in essential services, higher taxes which will slow further growth. Plus, a shrinking or nongrowing base of workers and highwage jobs means it's harder to lift incomes and maintain tax revenue without increasing rates. Our competitiveness as a place for business and young talent may suffer over time if these structural issues are not addressed, which in turn would further reduce growth.

It is my goal to focus on these issues and find solutions to truly help Delaware live up to it's slogan "The Diamond State!"
